I have Persona 5 pre-ordered via Amazon, and the current cost is $76.49. But I recall pre-ordering it for $89.99. Has anyone else noticed this? I just cannot recall what might have cause the price to drop.

Let's say if Atlus drops the price from $89.99 to $79.99, Amazon will honor that. And FYI, I do NOT have Amazon prime.
I preordered the Take your heart edition for 79.99€, but it was listed for 69.99€ at some point.
My amazon order is at 77.30$ with tax NY.

Yes Amazon does preorder price guarentee. From the point of preorder to before the product is released, whatever was the lowest price that'll be your price you pay even if the price jumps back up before the preorder phase is concluded.
