Turn Based Strategy!
Civ, Xcom, Fire Emblem, Worms, Advance Wars, etc...
Reason why I love turn based so much is because reflexs don't matter worth a shit (not saying my gaming reflexes are subpar). It is all about thinking (and sometimes luck depending on the game). I can sit there take my time and choose the best move. Reminds me of playing chess. Also, you can get up without even pausing the game and do shit around the house and then come back and continue playing.
That's a long ass OP for "it depends."
turnbased + party wide controll = most fun imo.
Also prefer that how well you do, isnt based on twitch based reaction times.
You have time enough to think abit, and it avoids those mindless buttonmashing traps some A-RPGs seem to end up as.
Either / Neither It all depends on player´s choice.
I can be painfully wrong, but I do think that action rpgs came to existence mainly to please western audiences, because turn-based franchises like DQ, SMT, Pokemon etc. have always been huge in Japan.
I personally prefer turn-based rpgs. It wakes my senses of strategy and reasoning. But there are some really, really cool action rpgs out there. Xenoblade Chronicles, Kingdom Hearts, The Tales series....

Id call Xenoblade Chronicles turn based too.
For me It depends entirely on the game, not so much the battle system in itself. Personally, I love both styles. I'd say I like a bit more action based than turn based simply because it makes the overall game feel more fluid and developers can design a battle system that merges with the entire enviroment of the game . This is why western rpg's have become such a big hit. Turn based I love because it feels classic/traditional and I like that sensation in most jrpgs.
Whatever battle system it is, random encounters are what needs to go.
Too long of a read to know that it's simply 'neither'.
A nice balance is best, but i like both. ARPGs tend to significantly limit your options and party control, and often render much of the character build meaningless when you can substitue your own reflexes. But turn based games also happen to be pretty easy - you prep accordingly, be it level or bringing specific abilities / strategies to bear, and BS mechanics notwithstanding you should always win.
