I had the same issue with FF XV, perhaps the PS4 even after update I'll have to check the HDR option

I think you need to activate it in your ps4 settings first so that your ps4 displays at 4k levels.  Go in settings, sound and screen, video output settings and set your resolution to automatic or highest setting plus activate the HDR.  Hope this helps.

I had actually checked this, and both features were already on :(

One more thing I just thought of; on a Vizio that I considered, only one HDMI had 4k support and 60htz (or something like that). On my current TV, all of the HDMIs support 4k but only HDMI 2 and 3 support HDR.

See if your TV has such a limitation. You may just need to use a different port.

I don't believe it does, but I also have my PS4 plugged into hdmi port 1. 

edit:  I just confirmed all 3 hdmi ports are 2.0 and support hdr.
