The amount of money being put into an actual full out 2017 graphics FF7 is going to be very high. If it don't sell huge amounts, they will just go the cheaper safer route of slight graphic overhaul we see with like FF10, or something.

The last Dragon Quest remake for the 3DS was very well made. Not something like FF10, just some upgrades, but something that can be called a Remake.

SE has been getting better with remakes, I will admit.
The earlier remakes, such as Chrono Trigger, FF3, FF4 were not even Ocarina of Time upgrades.
But even FF10, DQ8 or any other remake you think of doesn't even come close to the scope that FF7 is getting done. I woudl bet that FF7 costs 20x more to make than any other remake done.
It's the same thing as movies. Batman V Superman made like a billion dollars, but it costs half a billion. (counting dvd sales) That's only a 2:1 ratio. That's not that good. Sure it made half a billion, but there was a big risk attached to it as well. I mean a 20 million dollar movie bombs, you only lose 10 million or something (depending on scope of bomb). If BvS bombs, you can lose 100's of millions. If BvS is hugely sucessful it at best triples it's cost. If that 20 million is a huge hit, it could put 5-10x its cost.
Companies don't like to put all their eggs in on basket. It's risky.
Think back on SE when they released Tomb Raider. They basically threatened us consumers that we needed to buy this game or they would never make a game from that series again. I almost didn't buy the game out of spite of that. The game though did look well made and I was interested in it. Have yet to play/buy the second one though.
