I doubt it. If only because Nintendo ridiculously understocks the NES mini. They didn't even manage to honor pre-orders and in order to pull those kind of numbers is has to be available on shelves as an impulse-buy item.
And no. It should not be couted towards the NES. It's not actually compatible with physical NES games, can't be expanded digitally and is based on a completely diffrent achitechture that relies on emulation. This is a diffrent device.
