1. They didn't reopen anything. The case was never "closed", they just found new evidence that may have been important, turn out it wasn't.
2. I don't think their decision has anything to do with political pressure, but I'm sure there was some motivation for them to get this cleared up before the elections. Could you imagine if Clinton lost and then the day AFTER they said everything was fine? He probably would have had to resign and may have genuinely been in legal trouble.
3. They flat out said that they had no idea what the new emails really were or if they were important in any way.
