No it's not, look at the address, it's from 110mb.com...which is not nintendo.com. That's a hosting site, this is just a mockup of Nintendo's site. Notice the Back doesn't lead anywhere.   Got me excited for a second though.

Although this is probably fake, I don't see why a new stage couldn't be downloaded if there was some way to store all of the data. Also, couldn't you just download la new character, with the same move set of another already programmed into the game? I don't think it would be impossible, just highly unlikely.
