Same reason as GTAV - they want the console versions to sell shitload and then release on PC for additional sales and double dips.

I'll get the GOTY edition when it comes out on PS4 otherwise if a PC version comes out.

But they did the same with Redemption, and to this day they haven't released it on PC. What's that one's excuse?
