Yeah, and so can the N64. I mean that games that aren't 60FPS on the PS4 apparently aren't guaranteed to be 60FPS on the PS4 Pro either.

Blame the developers - they don't think people care about 60fps (most probably don't).

Not with that CPU! Not only its 2.1 ghz(which is still bad for 2016 standards) but it is AMD cpu which means very low IPC(instructions per cycle).Any game that is cpu-heavy or at least rely on cpu more than just for simple tasks won't magically reach locked 60fps(reads unlock ~80fps).
I just hope bloodborne gets one mode like this. |

so the 4K mode won't be the best visuals except sharper image??
I played some games on my PC at 60 fps and still don`t get what the fuzz is all about. I`d rather get better visuals at locked 30 fps than 60 FPS any day.

Both graphics and resolution require resources from the system, so naturally reducing one gives more room for another. If [x] is running at 4k, and you downgrade it to 1080p, you've freed up resources for graphics upgrades. Which version looks best will depend on your preferences, which is why they're offering the choice.

It's just a matter of preference. Some people refer fluidity, some image quality, others just raw graphics. For some, like me, it even varied by system or game. For the most part i prefer 30fps with better graphics/IQ on consoles, and yet i usually target 60fps on my PC.
