The development of nuclear capabiltiies is solely for the propaganda against their own people.   They have zero intent to actually use them. 

If they get to a situation where they have nothing to lose who knows.

What does a nothing to lose scenario look like?

Short of North Korea invading South Korea, probably. A second Korean War would be especially damaging on South Korea because of how close Seoul is to the border, along with the expenses of the war and casualities. It would also have to involve the co-operation of the US, China, Japan, Russia and South Korea which by itself would be a monumental task.

Or if they were about to fall for any other reason, like an invasion or rebellion.  The regime of NK is exactly the kind of sick pricks I could see using nukes to devestate a surrounding/approaching force to clear a path for rapid flight.  That sounds insane to us, but then again the NK government IS nuts sooo....
