Well the thing is with 20million players using the app all it takes is for a small handful to want to buy some of the bagspace upgrades or buy a few lure modules for Pokestops and you are absolutely rolling in money, or those 3 use incubators would be pretty tempting if you wanted to go for walks and hatch more eggs while doing it.
There is a lot of tempting things to buy for 1-2 euro on the shop which many people (going to buy a bag upgrade later) will buy into
