Shenmue cost 70 million and was never completed. Taking that factor into consideration there is no limit as to how much it would cost.

It's still not close to 70m, and it still suggests that Wii games are way cheaper than 30m. Uncharted only costs 20m to make, and there was a lot of work put into that game. There's no way in hell Wii games cost more than Uncharted and Gears. It's just not true.

you have to keep in mind that developers are using dated tech and smaller teams to make most wii games. dated tech meaning that it's really a small jump over what the xbox could do. xbox games were expensive in 2001 but would be cheap (relatively speaking) today. 10-15mil would probably be a high end title on the wii.
also, the wii is (at most) 2x more powerful then the gc. nintendo said so themselves. by comparison (from a development standpoint) the ps3 is something like 30x more powerful then the ps2 and runs in 1080p on blu ray disks. so, the difference in costs for high end games is most likely huge.
KZ2 is or will be the most expensive game in history, already at 60 million. Before KZ2, Shenmue on the Sega platform was the only title to have had a developement budget exceed 60-70million dollars so it obviously is possible.
I'd just like to point out that, according to Microsoft, Halo 3 cost $25 million to develop (before advertising). Say what you want about the graphics, that is one massive game, and (most likely) their biggest this generation. Therefore, I don't believe many Wii games will cost more than $20 million.

Says average ps3 game cost a whooping 15mill to develop. Also said Halo 3 was about 30 mill to develop .

on topic i dont see how it could be more than 15 million and thats pushing it a bit
Yes, but Too Human is, until recently, the second-biggest piece of vaporware in the industry. It started out on PS1, then went to Xbox, and FINALLY 360. It can't be counted as the norm.
