I was playing pokemon go and found a pokespot off in the distance that was covered in a bunch of flowers.  Any Idea what that means?

also any Idea what counts as "rare" in pokemon go?

Do you mean like this?

It means that someone used the "Lure Module" on a Poke Stop (can only be used in Poke Stops). This acts like an Incense where it lures pokemons to you, BUT other players can also benefit it. Just be in range to the poke stop and you'll have it.

Very Awesome Idea for any rich pokemasters out there!

How much space does it take up?What are the coins for?

In my storage it says 129mb (not sure if it increases when you capture more pokemons)

And the coins are used to buy more pokeballs, items that lures pokemons to you, eggs and i think a few more. You can also get these items buy stoping at poke stops. But you'll most likely get Pokeballs.

Usually on Sony systems

And where do you find those? I hear Vita's are rarer than shiny Lugia...

You use real money to buy in game coins which allows you to buy more pokeballs, eggs, items which can attract pokemon to you and increase inventory spaces. Not much you can buy so far.

How many Pokemon are available? And can all be acquired within one region, state or country? How are legendary Pokemon dealt with or acquired? How do you PVP?
