Everything I've read says its still in 'early access', which you need to buy your way into (with the packs you mentioned).  Sometime this year (summer?) its going to fully release and be free-to-play.  

I enjoy MOBAs but I'm not going to essentially pay for early access, I'm going to wait for it to be free to try and then go from there.
