What i am hoping for is that they will maybe include GTAIV and GTAV cities along with a new one. That seems feasible to some extend but at the same time i don't expect to get that much more than what we got in GTAV in terms of scale.

I care less about the city and more about them making a good story. Couldn't get into the story in GTAV. I might give it another chance but I stopped playing as soon as I finished the meth heads first mission.

Imho international setting is possible, they just need to take an American character and make him move to another country to escape for his various crimes.

If I were to chose I would like something along the lines of Dubai, where you have still the desert but you can also have plenty of water-themed places...

Edit: also Immagine jumping off Burj-Kalifa inside of a Tank San Andreas Style...
