Gears of War very well could hit 1080p and still not look as good as Quantum Break does.

About the PS4, curl was talking about PS4 on his post, that's why I put in there, a graphical power house is supposedly (still not confirmed) 720p on XBO when another is 1080p on PS4, as he was saying sub-1080p games on PS4 were common as a comparision to a sub 900p game on XBO, so he was not shocked with the possibility, I came and leveled his comparision with the graphical power house on PS4 not being sub 1080p, that's it.

His point was enough sub-1080p games have existed on both platforms that he is not surprised any time a game fails to reach 1080p. And it's a perfectly valid point. Why else are there such strong rumors about both companies trying to release more powerful versions of the same consoles we already own? They struggle to consistently hit 1080p. PS4 less than Xbox One, but again, it's more powerful.
If DF is correct and the game isn't 1080p, then they clearly valued their special effects and other tech over a higher resolution. Which would mean that no, they aren't targeting the highest resolution anymore. And it can still be a graphical showcase for the Xbox One. The game still looks amazing.And it's not as if they can't sacrifice in other areas to hit 1080p. Plenty of Xbone games are 1080p.
