Imho, the best gaming device is PS4 second is wiiu if you want a second device
Consoles will always have those exclusives that I can't find anywhere else, so no. If I see a game I really want to play on console I will get it. And being as a geek I am, and fan of video games and tech.. PC will always be on my play rotation as well.
I'm not trying to sound as a fanboy, since I try so hard to get into third party games on PC because I only have a WiiU. So far, I've bought about 30 games this gen, played all of them, and only likedd Undertale. So I must acknowledge, and internalize that I only find enjoyment playing NIntendo games and a pair of gems which I'm not so sure are worth all the money I spent.
Like most PC gamers, I like PC for its typical games, but if it receives games suitable for console gamers tastes too, so much the better.

I don't think console gamers are interested in those games. I certainly am not. In fact XCom is the only PS+ game that I didn't bother to try.
Bloodborne, Until Dawn, Disgaea 5 are certainly better than those games you listed. And that's the PS4 having a weak year exclusivewise. Imagine that - a weak PS4 year is still better than a great PC year. My opinion.
I think owning every console and having a gaming pc is the best route personally. If only I could afford to buy a nice rig though 
Remember that a PC that can run games like Rise of the Tomb Raider and Quantum Break costs significantly more than either of the consoles. It simply doesn't make sense to get it as a secondary gaming device. If you do buy such a PC you'd switch completely.
The only problem PC gaming currently has is the constant creeping attempts made by MS to make its market closed almost forcing users and devs to its own marketplace and heavily and unfairly penalising competing ones.
