No, you don't need PS+ to earn points. You need to be connected to internet to earn points (even in offline modes).
Hence, your console has to be connected to internet regardless what mode you're playing if you won't earn points.

I haven't done local versus but I assume the answer is yes.

Its still having server issues but I managed to get an online gaming going and it ran well. Took a few minutes to find someone though.
