Inside help kinda ruins everyone else's hard work.  Only thing 'legal' the authorities can do is make an example of the people who helped him and hope that works.  But, given the amount of money, and influence the cartels have, it's a difficult thing to achieve.

There was this action/crime/soap-opera from Latin America going on with a character which everyone believed was inspired by El Chapo and once El Chapo escaped once again, the actor who portrayed that character suddenly felt a need to leave the show for some reason...

Maybe the administration doesn't want to appear weak, after showing an image of stregth by re-capturing him, considering his escape happened under their noses.

I bet politics are the reason for this decision, as not to appear weak and in need for another country to take care of their criminals.

No, just kill him. Problem solve. The biggest issue with this Country is we don't apply simple solutions to problems and make them more complicated.
