Third is that Bucarest is only a studio, they aren't informed by Nintendo of When they will launch their consoles. Nintendo talks with Ubisoft and Ubisoft tells them when do they have to get their game done.

And last, they are owned by Ubisoft and it's Ubi who tells them what to do and for what platform. They have no real choice.

Jokes aside, if this is true, Ubisoft has no faith on the NX. They put AC3 and AC blackflag on the U, and for the NX just Liberation?

Then again, this sounds like a very fake leak, the only thing it's sounds legit its Ubi porting a Vita game to the NX. I suspect we'll see a lot of those in the future.

The rumor says that Ubisoft only recieved dev kits for the handheld. Maybe the Japanese developers got them too, but no dev kits for the home console.

That's why they only know "late 2016" and "2017" for them. Nobody would start developing a game if he doesn't know when the platform is launching probably.

Yeah, they don't have a choice, but they can say what they want to do and when Ubisoft agrees then they can start, if they deny then they have to develop something else.

The rumors that were put in question were for "NX dev kits", not "NX home console dev kits". It's the article and you who are making the distinction between them to give your arguments some ground.

Don't get me wrong, I'm not blaming Romania, but it's facts in the public domain that they have kinda bad labor rights with extremely low salaries and few insurances... In the end Ubisoft has already gone through various scandals due to how they treat their employees
