Bayonetta 2 is always reported as not being supported well on the Wii U, but it has sold just about the same numbers as the original Bayonetta .
Nintendo just needs to do a few more smart things like give Bayonetta more of a push when it was getting crazy good reviews, and/or have a two week sale on the e-shop when Bayonetta was announced as a new Smash character, and then do a second one after the dlc is released. Try and bring new people to the series while the character is fresh in peoples minds.
