First off, are you seriously trying to say that people who only play Splatoon simply don't count towards the Wii U's install base? 
Anyways, even though Fast Racing Neo is a cool game, any third party support is pretty important for the Wii U, but with that said, even if Project Cars came out on Wii U, it probably wouldn't do much since it'd be way more popular on the other platforms.

at what point did they lie? They wanted to bring the game, they tried (had it running at 22 fps), they saw that the costs were outweighing the revenue, they released info on the cancellation and moved on.
They did the exact same for the ps3 and 360, this isn't them hating Nintendo, this is them working as a BUSINESS. This is what happens. You can whine and say they lied, but if they're losing money, then it makes sense to not push through a project.
And no they didn't take people's money. The game was already funded by pc gamers
No... PCars 2 is an average game to begin with, why would we miss something like that?

They also said its looking great on wiiu and running great, i remember a dev saying he had just done a couple of laps on the wiiu version and it ran great!!

Is that it? Then why the intention of purchasing for the Wiiu were so much higher than for other devices - including PC? It doesn´t make much sense, but still.... they promised to develop it for the WiiU and they didn´t accomplished what they promised. One thing is not accomplish something for lacking of funds, another thing is having more than enough funds for what they were proposing to do and do something different that diverges from their initial promises.
I still think that was very unprofessional.

Agreed. They had more than enough to continue the project as it was initially proposed (PS3,Xbox360,WiiU) They decided to change everything in the middle and give priority to PS4/XboxOne versions, messing everything that was promised initially. Didn´t they say, at a certain point, that the game was running great on WiiU ?
I really don´t care much about the game, but I do care how companies deal with its consumers. Heck, don´t promise one product and deliver another.

I was thinking of getting Project Cars, but that studio has no sense of possibility, let alone keeping their promises. Shin'en on the other hand works magic, so I'm happy that we have Fast Racing Neo.

Ran great as in making good progress. He said that a year before the game launched elsewhere. Clearly the game was nowhere near complete for any console whatsoever, but I assume they were running an alpha version for all consoles. This is how games work. Work is made, testing is done through the alpha phase, testing moves onto closed beta, then (depending on the game) open beta, and then launch.
I'm betting they were running the alpha version on wii u when they said that. 1 year later when the game got more complex, they realized that they needed more power and thought it wouldn't be worth continuing

Intention and actual desire to purchase are 2 different things. Most wii u owners intended to buy the game, but in reality, this game would have suffered worse sales than an actual known franchise on the wii u (Need for speed: Most wanted U). This is unfortunately how third parties end up working out on the wii u.
What would you have done?
Came out and told the truth (the costs were becoming too much, had to stop development)
Released a broken game at 22fps and hope there are idiots out there
Spend a lot more money to have a version that will undoubtably bomb because of classic third party wii u sales.
They're not a charity. This is their job and if they feel they are going to lose money, then it makes sense that they should cut development and move on. Their choice in telling the truth was professional because most other companies would just release the broken mess and hope there are idiots that will buy it
