Produced during the slower early period of the 3DS iirc. So the number of copies made was probably a bit low. And it's OoT, the biggest part of the audience is going to keep it and not resell, which further restricts availability.

Best Buy is by far the best place to buy it (it's I believe $40 there last I checked, so MSRP). It's simply that the demand over the years exceeded the supply that Nintendo never restocked.
