C'mon Bro!!! Easily #1 in Gen 4 (though Garchomp is up there too), is super popular in TV show and is a staple in SSB. Not to mention Ash has huge connection with Lucario (or so i heard) :o

I'd say the other gens starters, Gardevoir, Lucario is pretty popular. Legendaries such as Suicune should be popular as well

Well it was when Pokémon was at its most popular excluding Gen 1. Most people dropped from the Pokémon craze sometimes during Gen 2. Pichu is the most popular because of its connections with Pikachu and its presence in SSB. Togepi had a prominent presence in the anime. Ho-Oh and Lugia were the mascots for Gen 2 and Marill had a big presence in the anime and the movies.

I don't know about most other Pokémons mentionned in this thread so far. I think I'm the only one who provided a reasonable list :P

Lucario (as well as Greninja) was probably been specifically made under request for a Smash character, as you can see both of them are humanoid to make the fights more realistics and still they have pretty unusual movesets...
