Why not Camilla Luddington? She's already playing her in the games. Don't know if she can pull off the action, but she wouldn't be a bad choice.

According to Wiki, only Alison has moved into acting. Haven't seen any of her work, though. I do know she can pull off the action, as she's also a gymnast.
