also, emulating retail games is not illegal if you own the games. People who have twilight princess are better of just using dolphin for free instead of a minor remake for $60. Or people could buy the wii version at $30, play the dolphin version, and save $30 for about the same experience

So... not free. You have to buy a copy of Twilight Princess. And unless I'm mistaken, you also have to own the hardware, in order to legally have access to the necessary system files, etc. And then there are possible legal issues around the reverse engineering necessary for the mods, I believe.
Plus, as I've said before, the mere fact that the game will have Amiibo functionality indicates that some changes have been made to the game. It's likely that there are tweaks throughout the game to improve it. There will almost certainly be a special mode akin to Hero Mode, and I'm betting that there are all sorts of references to Zelda U thrown into the game, too. But if the only thing you care about is having high-quality textures and some fiddly lighting, then sure, buy a high-powered PC, a Wii, a copy of Twilight Princess, and get the Dolphin emulator, download the mods, and play a buggy version of the original version of Twilight Princess with fancy textures.
