all footage and screenshots of him in action were only for the Wii U and none were for the 3DS version was this just a oversight or is Cloud gonna be exclusive to the Wii U version of Smash? 

Nintendo usually uses Wii U footage in Smash Bros Wii U/3DS trailers for newcomers. 

true though don't all of them at least have some 3DS footage?

I know that the Pac-Man reveal trailer did use some 3DS footage,  but I don't know about the rest of them.

No, he will come to both because even in the reveal, the Smash logo included the Wii U/3DS part

The Wii U obviously looks nicer, so that is what they would rather show off

If they were gonna start doing Wii U exclusive characters, then I think Ice Climbers would be the first ones to be announced.

I'm almost certain I read that Cloud will be for both Wii U and 3DS.

Nintendo hasn't divided up their SSB DLC between Wii U and 3DS so I doubt they'll start now. Unless Nintendo really wants to push sales for the Wii U version but that wouldn't make any sense.

If we have an exclusive character for the wiiu, it would be 2 characters! Popo and Nana

Like people mentioned above, if there's a Wii U exclusive character, we all know it's going to be the Ice Climbers.
Unless they make a new duo like them!
