I agree with him.

It's like on FIOS how Verizon sandwiches a few on demand rentals for popular kids movies in between kids channels. A kid reading it would think cool, I can watch this movie.

The simple solution is a purchase code on the TV and a Google Play password prompt for every purchase but you shouldn't need to do that.
