Like I said, money. It costs money to run servers, and servers can only take so much load. Allowing people to permanently own games risks month to month dwindling profits as people continue to flat out purchase games rather than paying the hourly or daily costs. Not to mention it risks dampening the service for all as thousands of people decide they want to play their PS3 games, while people using the rental model get shafted because too many people are on. It ultimately risks cascading issues that legitimately could spell the end of the service that I think is still technically considered to be beta.
The simple solution one would think would be to allocate a server farm for owned games versus rented titles, but who would pay for that server farm? What is going to keep that server farm going unless the start charging people just to use the service in general? There are so many problems a person can easily see with owning PS Now titles if they look beyond their own interest. The current strategy is basically ideal for keeping the service viable.
