Microsoft would have kept their DRM policies, people would have migrated in mass to PC (the WiiU would have sold better and had a better support, but not surpassed the N64). Valve would have speed up the developement of the SteamBox to cover the hole left by PS4. PC streaming consoles would have become the norm. A lot of developers would have gone bankrupt or gone full mobile in the process of all that.
I believe maybe, and just maybe, ps3 would actually be competing with x1 and getting support, because it already had a huge base.

More like 40 M. Basically, all install base from PS4. We could also assume that more people would have made the jump to next gen, since we wouldn't have some gamers waiting to decide between two options.

You forgot handhelds. We'd probably see the Vita take off because of all the Sony fans around the world needing their PS fix and finding it in their handheld line.
Xbox One would be dominating, and Wii-U would probably be doing better as well due to the hole Sony left. People forget that Nintendo games are in fact, Japanese games.

If PS2, GC, DC, and Xbox all went back into production I'd be first in line to buy one of each.
Xbox One policies wouldnt have done a 180.
Xbox one would be at like.... 20+ million units sold.
Xbox One would still be 499$ with Kinect.
PC gameing would have gone up by a good 15million or so.
Wii U would be same as is, maybe a tiny bit higher.
Console gameing would be in a crysis. ALot of studios would have jumped to mobil or PC.
Alot of high quality games where getting now, probably would never have seen the light of day.
I think xbox one would have stopped drm and would have 2 bundled kinect with $500 and regular with $400 and it would have sold 35 million while the wii u would have all japanese support the ps4 has and sell around 15-18 million by now.
People would have said "8 th gen isn't a big enough leap". And they would be right. They could say that now and still be right!!
Really, it isn't but with game developing costs, we can't really expect too much of a jump in power.
