Why not release Splatoon's arcade games in N3DS/Wii U E-shop?

Why don't Nintendo release the arcade mini games that you can play in Splatoon for purchase in the E-shop, both 3DS and Wii U? They're simple games, and would work just like Kirby Triple Deluxe minigames on the E-shop.
