I actually have both and I suggest you go with the Vita. I only got the Vita TV because it was so cheap and I already have a lot of games for it.

It depends what kind of gamer you are. Do you actually use handhelds on the go or just as at-home diversions? Because if the latter, then the PSTV is generally more worth the price. Outside of Uncharted, Gravity Rush, and Tearaway, the TV can play every relevant game the Vita can, for 1/5 the price. And considering Tearaway and eventually GR have/will have updated ports to PS4 (we all know GR2 is coming to the PS4, likely with a port of 1), that means you're only missing a so-so Uncharted game.

If you've got the money, though, the Vita with OLED screen is nice as hell. Or if you actually play handhelds on the go, either way.

Vita original model is like the coolest piece of hardware made to date. This coming from someone who has about 12 3DS consoles (i.e. the limited edition ones)

If youre living in europe get one of this mega packs they have a 8 gb memory card aswell

If you had an extra DS3 or DS4 I would say PSTV.
I have both and find the Vita uncomfortable for longer playing sessions.
So I usually play the jrpgs on the PSTV using a DS4.

Since you dont seem to have an extra controller already I think OLED Vita is the better alternative

I voted Vita, the current LCD model, only because finding a new OLED model could be difficult.

Buy the Vita TV first and a real Vita later. There are many compatible games like Freedom Wars
