I think is very smart, the game has too much content and it can be overwhelming, this way you make people learn how to make levels from the basics, you keep it fun and simple, you have the player excited to see what´s coming next day (kind of like Animal Crossing), and at the 9th day you already have a player that feels familiar with the whole game, knows how everything works and is able to make decent complex levels and not only a chaotic mess.
The player is not gonna be bored because he is learning how to use the tools and he has more to combine everyday, but if it happens, no worries, he can also play other people levels, or the 60 in-game levels, or the 100 (or 10) Mario challenge.
Is a good idea that makes the game more accesible, the player more competent and it does no harm.
