Only 32M? Is that just development costs, or does that include marketing?
Edit: Nevermind, I looked it up.

Because It was a groundbreaking new concept nobody had done before at the time, and that needs time and money, also the fact that initial development started on the saturn and was then brought to the dreamcast didn't help either.
OT: They should concentrate on making the basic story and then look how much money they can spend on additional content.
“It appeared that there had even been demonstrations to thank Big Brother for raising the chocolate ration to twenty grams a week. And only yesterday, he reflected, it had been announced that the ration was to be reduced to twenty grams a week. Was it possible that they could swallow that, after only twenty-four hours? Yes, they swallowed it.”
- George Orwell, ‘1984’
Okay so The Witcher 3 cost $32M to develop. That does not include include marketing (which was $35M). However, The Witcher 3 was developed for the PC, PS4, and XBox One. There is no XBox One version, and Sony is covering the PS4 port. So our Kickstarter dollars are really only going to developing the PC game. However, they are also supplemented by other sources. Suzuki could not reveal how much this entails, but given his wording on the subject, I would surprised if it was anything less than a million. So we probably have at least $8M to develop the game, and The Witcher 3 would probably have cost around $25M-$30M for just the PC version. But Shenmue doesn't need crazy beard mechanics so I think we're fine.

They are helping to develop the PS4 version.
They make the PC version and Sony helps them get it on PS4 then does the marketing. (That is my understanding)

Eh... I thought it only did $13M for development and it only totaled to $35 with marketing. I must have gotten my info wrong... :(

Shibuya Production is from my understanding doing the PC publishing side. So Ys Net is covered in both marketing and distribution.
The KS and crowdfunding (PayPal) will be the money used for the development of the game and if they do a game that is the same level of quality and size as Yakuza, I think they should be able to pull it off.

please man, development costs largely are employee salaries and salaries in Japan are much higher (need to be much higher because of the difference in living costs) than in Poland
the same game with the same staff made in Japan probably needs 100m to make
that said Shenmue 3 should take waaay less than that especially if they still plan to "finish" it in 7 parts and don't pack all of the rest of the story into part 3
