No, because they probably waited until Splatoon sales to come in before greenligjting a sequel. There is no way Nintendo would start developing a game that would probably take 2-3 years to develop on a 7-8 year old handheld. If there is a portable one, it will either be for the nx fusion or the next handheld.
Man I sure hope not. The game would definitely lose something on the small screen...a whole bag of somethings. Namely the vibrancy of the colours when you're inking which definitely wouldn't translate over so well.
Not every game should be or could be on the 3DS, and a spinoff would be nice. But I'd much much rather see something new than yet another port.
