It's quite complicated, there's quite good info on the Agent Wikipedia page.

In terms of development of Agent, I think it's safe to say it's similar to TLG, probably halted once or twice, rebooted maybe, but with the Trademark renewed there's obviously intent.

Also It's Rockstar North so they have GTA duty. Agent could well be their next game I supose.
