I don't get why it is "way more" likely?

Well... let's take a closer look:

- MS builds Xbox

- MS builds Windows

- MS wants to get people into their ecosystem

- Sony is a competitor

- Many PS fans say "why buy Xbone, I already have a PC!"

What interest should MS have to make a PS4 app to stream PC games? This is as likely as Sony willing to make an app for PSNow for Xbone.

Are you saying that only Microsoft are able to make apps on PC?

Ehm, what? Of course not...

Then what is stopping Sony from creating their own app on PC, so they can stream games from PC > PS4?

I don't know, licensing? You would have to get a hook to what the PC gaming platform MS will provide for their games and if there is no official api for this, this would be more like hacking and I doubt any company wants to go there. Not to say that MS can easily change the platform via patches to make it incompatible immediately once it's working somehow.

Ahh, makes sense I guess .. :)

What do you mean? It can stream them, it just doesn't have any PC games that it streams that are not also on PS3. In order for Sony to limit the stacks of PS3s it needs to have in giant warehouses to provide for PSNow streaming it would make a lot of sense for Sony to stream PC versions of games (at settings roughly similar to PS3 settings) that are multiplat with a PC version.

Whether PSNow will ever stream PC games not released on PS platforms is a different matter, but it would only be a matter of licencing. Aside from MS published games I imagine Sony could easily get streaming licences for many back catalogue PC games if Sony wanted them.

I'm pretty sure streaming to other devices is perfectly legal, as long as you own the content in question and it's for your own personal enjoyment.  For example, there is a Playstation app that lets you download media from your PC to your Vita.  They just can't advertise or support individual content without permission.
