Everyone is on a high that this game will finally exist but seem to be unaware of how ridicolously small the budget is. Wasn't the last game's budget something like 47m? Can this game really be made with 2m? What I think is happening is that Sony is testing the waters too see if people are really interested in this game and if they are they will probably add more money to it. Thoughts?

well with 2 Million alone it certainty will look better than the original Dreamcast graphics at least.

By the virtue of it being in their conference, Shenmue is theirs already.

I'm sure they are making the KickStarter just to see people's interest on the title. Sega and Sony will pay for most of the game.

2m isn't the budget. It's to prove that a market for the title exists.

As other have said, this kickstarter seems to be to gauge public interest. It will surely get picked up by a publisher to iron out the distribution like bloodstained and mighty no. 9 did with deep silver.

Sony may well have first dibs on the game if it meets its funding goals (which is a foregone conclusion at this point), but if sony had unequivocally picked up shenmue 3 already then there wouldn't have been this kickstarter campaign to begin with.
