Many Jrpgs don't have big budgets and most besides FF don't sell past 1 million units and are still profitable, Japanese studios are used to working with small budgets(well at least compared to the west) For example Grasshopper Manufacture their games have low sales and yet they are able to still make new games, I also doubt that the Tales of series has a AAA budget for each game.

And out of these only LO and Blue Dragon had MS marketing, I think that there is room for growth. The reason I leave out JP sales is because ScaleBound is rumored to be an Action RPG and is Platinum games first Title with a Western Publisher. I believe that MS can Fund many exclusive JRPGs on a AA budget and still manage to make a profit.
