The way DLC is used by large game companies seems to have poured over into modding, and it's tough to put a cat back into a bag it got out of.
DLC could very well be the death of free mods.

No they shouldnt, get a job at third party devolopers to work on their dlc if you want to make it your fulltime job.
It would be great if modders could make money, but the structure needs to be carefully thought out and the environment regulated and moderated of its going to be an absolute train wreck.
