I can't answer how many cars and manufacturers are on board, but they promise new free cars every month. Regarding the tracks, if you go to the game's website you'll see that there are 24 tracks, with some of them have 2, 3 or even more versions.
Here are the tracks.
OT: Those min. specs. for PC aren't bad, although I wonder how might the game look, but the req. specs. are a bit high.

Yes they mean triple monitor setup. I know lots of games that can do this. Also I'm ok with 900p (at least its 60 FPS).

good for ps4. its just a racer, but this is bad for xboxone (900p)
i think, the witcher 3 too (Ps4 > x1)

12K, 3x4K projectors, that's only $25,500. The PC to handle that resolution will be peanuts in comparison.
