The policy from Nintendo is kinda stupid, lets be honest when it comes to marketing, Nintendo is basically a comedy of errors.
That said, their rules are pretty clear and straight forward.
Though to add to that, Joe is perfectly well within his right to disagree with said policy and to not provide Nintendo any coverage in the future.

True, but it does make him look kind of stupid for being angry over something everyone knows about (including himself) and he should have expected.

Well the dude runs a pseduonym called "Angry Joe" ... what exactly did you expect? He gets angry at stuff, and in this case he's probably not entirely wrong to be angry at the policy in general.

I know, I watch Angry Joe all the time. And he isn't wrong at all for being angry at the policy, but it does make him look a little stupid. He does something on purpose to get in trouble so he can get angry at it. His best content was when he was pissed about the XBone's policies, because he actually cares about the company and he didn't have to purposely create the situation for the angry rant.

Well honestly Microsoft owes him one, because he tore them a new a-hole over their policies but probably prevented the XBox One from flopping entirely out of the gates.
Maybe Nintendo should take this to heart too ... they do often need to learn things the hard way, this is the same company that censored Mortal Kombat on the SNES and almost lost the 16-bit wars because of that until consumer reaction forced them to have to change their tune.

his reviews have all over 1m views, up to 4+m - he won't get more viewers with this
in my opinion he did it to show the fans that donated him the WiiU, that while he is grateful "I had more fun with the WiiU than with my XB1 and my PS4 combined"(literal quote) he can't use it to make videos, the time spent to make a decent video is much better spent on something he can monetize
popularity won't last forever, only some years, maybe a decade if you are lucky, so I can totally understand that he wants to spend his time in the limelight on videos he can actually generate income from
btw as somebody who wasn't born with millions of youtube subscribers he knows how hard the beginnings are and how necessary every penny you gain from ad revenue to pursue this as a career while hoping for a great breakthrough like he had, so he can empathize with the Youtubers that are just scraping by and sees that this Nintendo policy is not something that could fascilitate more people being successful in making a livelihood as a Youtuber with it's limitations to older games and the ad revenue cut thing - that's the reason pretty much all of the popular channels reject that policy

Making a rant video gets him more views with a lot less effort than review vids.

He has done this video to win subscribers and to say Nintendo fans "This is NOT your channel", at least is what I think.
Maybe is doing this because he wants Nintendo to change for its own good... but I don´t believe that, he says to many biased things, he attacks the Nintendo fanbase, he blame them for all the things Nintendo does wrong.
Its unbelieveble, Imagine if tomorrow he makes a Rant against Sony because its only selling shitty overhyped exclusives and making its consumers pay to play online with very unestable servers? What if he blames sony fans for that? What would happen then? He would be bashed, he would become a clown in youtube and he would lose thousands of subs. This shit can only happens with Nintendo, and now is the best moment because their console is failing, so anything becomes a justification for this fail.
And yeah, give me a break XD, those people are lying, they never though about buying a WiiU on the first place. And if somebody is not going to buy one for this... then is a f*cking SHEEP.
Nintendo has been praised for many thinks lately, so a lot of people is just mad for that and they want to find a reason to hate them soooo badly that they cling on anything. Even if this is just a problem for some youtubers they want to create a false "consumer problem", This is pure damaging control.
