DK has been in "decline" because there hasn't been a large, 'proper' game in the franchise for nearly 2 generations, and the only people that did make those 'proper' games aren't around anymore. He's been demoted to Yoshi status: Nintendo will throw him a game every now and then that's either an extended tech demo or paired specifically with a gimmick (or both).
If Nintendo did try to make DK a force again, his lead games wouldn't be anything like the Rare games, that's for sure.
