I think he says it because he always feels like he's put his all into the latest game and there's nothing more for him to say or do in Metal Gear. Then when he's had some time away from it and Konami starts pushing him to make another one, he figures out something new to do with it.

Its like Sakurai and SSB, Melee was supposed to be his last =P
