For the rules, you say that the games cannot be released in February, but I am assuming that games cannot be released in March

Yes, that's true.

But their last PC game, Max Payne 3 (developed by Rockstar Vancouver, not Rockstar North), was very well optimized and the reasons they have given for the delays are to optimize it.
