Yes.. penis stages will happen.. But i think that people will be banned from miiverse.. if they share them public.
And like raiding... also says.. It does make sence for Nintendo to include stages some them self.. and make some kind of singleplayer mode..
(and i would say that.. If most I hope for.. and there is a singleplayer mode.. 40$ would be cheap.. but have a nice "ring" to it.. hope they go for that)
