It was a huge deal in the 6th gen. Hell it was even a marketing bullet point on the back of games back then.
It was the 360 era that ushered in the "30fps is fine" because a lot of people put the graphics before the gameplay. Interesting that the FPS that stuck to 60fps ended up becoming the biggest franchise of last gen.
Edit, and the left pic is 60fps. Though you've cherry picked a great example where 30fps doesn't look too much different. Were it one where the camera was actually moving you'd instantly tell as it'd be night and day.
Yes, it's a huge difference.
I'd even want 60FPS for movies, that would make a bigger difference than 4K in my opinion.

I've just got a new PC that can run all the 7th gen stuff at 60fps without a hiccup and the difference in how the games play is night and day. DIRT 3 and GRID 2 are like completely different games. Max Payne 3 plays a hell of a lot better without the judder too.
Yes and the worst Thing is that some games limit their fps at 30... When even a rate even only slightly above "30" feels much smoother (I know the explanation for it, but I find it does not pass the smell test) so, games should at least give us the option to unlock the frame rate on consoles...

Yep. All one needs to do is follow the instructions in the link I provided. They'll notice a difference. Look at the left image for a few seconds then look at the right one.
I can notice it I just don't really care much about the difference. Unless it is a racing game or something it doesn't have a meaningful difference. A lot of games on N64/PS1 and early PC games would run on a lot less than 30 FPS and I would still play it and enjoy it just fine.
