It was a huge deal in the 6th gen. Hell it was even a marketing bullet point on the back of games back then.
It was the 360 era that ushered in the "30fps is fine" because a lot of people put the graphics before the gameplay. Interesting that the FPS that stuck to 60fps ended up becoming the biggest franchise of last gen.
Edit, and the left pic is 60fps. Though you've cherry picked a great example where 30fps doesn't look too much different. Were it one where the camera was actually moving you'd instantly tell as it'd be night and day.
