You do know why these games are yearly do you? Because they're popular. Would certainly not be released yearly if their were duds. Try "PS/Xbox users buy mostly popular games"

New game comes out yearly in a franchise, they buy
New game comes out after 2 years for a franchise... they buy
3 years, rinse and repeat.

New IPs unless extremely good simply never do too well first time out, cause that's cause they need to build a fanbase. Even yearly games were a new IP once upon a time you know?
