That sounds about right. I usually check eshop 12.30am once Friday rolls over and its updated.

Unfortnatly Nintendo just doesn't do it at midnight. Ever.

The eShop is great. For VC though, I hope they include:
For Wii U : DS , N64 (hurry up!!!!) , Sega Dreamcast or something before that.
For 3DS : SNES, Game & Watch. (lol).

That's not how release services work. They do not launch on your clock, they launch on their clock at the designated time period. It would not be feasible for them to split up every region into several sub-regions, try and line up which towns and communities are in what time zones all around the world, and then launch multiple times.
